Overview

What has the recent Amendment Instrument done to the current standards?

The Standards for Registered Training Organisations Amendment (VET Workforce Support) Instrument 2024 commenced on 1 March 2024.

This Instrument, which amends Schedules 1 and 2 of the Standards for RTOs:

  • makes changes to who can deliver and assess
  • permits people actively working towards their TAE credential to deliver training and contribute to assessment under supervision
  •  enables broader use of industry experts
  • makes minor clarifications and amendments
  • aligns with the changes to the Fit and Proper Person Requirements
  • reflects new/updated training products

Renae Houston

Government Officer

Renae is currently the First Assistant Secretary, VET Quality and Policy Division, in the Department of Employment and Workplace Relations.

She has extensive experience in education and training policy and Commonwealth-state relations. In her current role, she is responsible for leading a range of reform work for the vocational education and training (VET) sector. 

This includes: revising the Standards for Registered Training Organisations, to ensure they are clear and outcomes-focussed; developing a Blueprint to support, grow, and retain a quality VET workforce; developing a new, more responsive, and easier to navigate system of VET qualifications that combine industry specialisations with transferrable skills; and implementing the new Jobs and Skills Councils to provide industry with a stronger and more strategic leadership role to identify, forecast, and respond to current and emerging skills needs and workforce challenges.

Renae is also responsible for leading a program of cultural and regulatory policy reforms for the national VET regulator, the Australian Skills Quality Authority (ASQA) to support the fair, transparent, and effective regulation of the sector.
