This session explores how RTOs can meet compliance requirements for developing structured training under the Standards for RTOs 2025. Although a formal Training and Assessment Strategy (TAS) is no longer mandated, RTOs must still be able to document and justify their approach to training delivery and assessment clearly. The session will examine whether a TAS remains a useful tool, what alternative documentation approaches may be appropriate, and what has been successful for RTOs at audit.
The session will highlight how RTOs can demonstrate that their selected mode of delivery is suitable for the training product, learner cohort and assessment requirements. Furthermore, it will explore common issues found when documenting training and assessment for these various modes, (including face-to-face, online, blended, workplace-based, and compressed delivery models), and will explain how to justify these approaches via the lens of the Standards for RTOs 2025. The session will also consider how RTOs can avoid generic compliance statements and instead document specifically how learners will access instruction, resources, trainer support, practice opportunities, feedback and assessment.
Finally, the session will address the structure and pace of training, including ASQA’s concerns for training that is unduly short or where there is insufficient time for learning prior to assessment. Participants will be asked to consider how they could show that learners have adequate time to develop skills and knowledge, practise required tasks, receive feedback and improve performance before being assessed.

I'm a nationally recognised leader in Australia’s Vocational Education and Training (VET) sector, passionate about shifting how providers view compliance: less as a regulatory burden and more as a strategic advantage.
With over a decade of experience, I co-founded Hawkeye Consultancy with one goal in mind: to make compliance clear, practical, and yes, even a little fun. Throughout my career, I’ve partnered with hundreds of providers across government, enterprise, not-for-profit, and private settings - supporting them with compliance leadership, academic quality, and student support systems. I specialise in the Standards for RTOs, National Code 2018, ESOS Act, and a broad range of state-funded training contracts.
I also proudly serve as the Chair of the ITECA Queensland Committee, where I actively advocate for policy reform that’s grounded in real-world experience. I work closely with peak bodies, regulators, and education leaders to push for greater clarity, consistency, and quality across the sector. In 2023, I was honoured to be named the Southeast Queensland Trainer of the Year and a finalist at the Queensland Training Awards - a reminder of my ongoing commitment to engaging, learner-centred delivery.
My qualifications include business, auditing, and training and assessment, and I’m currently studying law to deepen my expertise in regulatory frameworks and legislative interpretation.
Whether I’m leading a validation masterclass, decoding a clause, or mapping policy into practice, I bring both rigour and relatability to the table. And when I’m off the clock? You’ll find me volunteering, solving escape rooms, or tending to my ever-growing plant collection.
