This master class session will explore the complexity that is competency based assessment. What is it about achieving compliance with clause 1.8 (assessment) that is so elusive? A whopping 74% of RTOs are found non-compliant with clause 1.8 at a regulatory audit. What is the secret sauce or the black art to ensure your RTO is part of the 26%? That question is the focus of this session.

The workshop will take a deep dive into the requirements of the standards and training package requirements and how these should influence assessment design and practices. The session will be packed with practical tips and strategies for delegates to take back to their RTO and apply.

Key topics covered in the Master Class

  • Look in detail at unit of competency requirements across different training packages and different AQF levels and explore how these requirements influence assessment methods and evidence
  • Discuss validity as a principle of assessment and a rule of evidence and understand the regulator threshold for compliance and how the context of assessment impacts on the assessment task
  • Explore the principle of reliability and how we achieve this including the concept of benchmark responses and benchmark behaviours will be unpacked.
  • The sufficiency of assessment evidence will also be examined including how performance requirements and the conditions of assessment can impact the amount of evidence we collect
  • The requirements for assessment instructions for both the candidate and the assessor will be covered in depth and particularly what these should include to compliment the principles of farness, validity and reliability
  • Last but not least, methods of assessment mapping will be presented including how to complete a pre-assessment validation

Joe Newbery

CEO/RTO Owner

Joe Newbery served in the Australian Army for over 20 years. His time in Defence was influenced by his appointment in training roles including recruit training, trade training and finally in training design and compliance. Joe departed Defence and established Newbery Consulting in 2005. He has extensive experience and is recognised for his work in course design, job analysis and VET quality auditing. Over the period 2007 – 2014, Joe provided Lead Auditor services on behalf of the VET regulators including the National Audit and Registration Agency (NARA), the Vocational Education and Training Accreditation Board (VETAB) and the Australian Skills Quality Authority. Today Joe leads a small team at Newbery Consulting to support his clients throughout Australia with a broad offering of VET products and services.
